Two Native American's in Arizona that I know of are the Hopi and Navajo. :)

A limited government is a government where everybody has to obey the law even those in authority, example US government while the unlimited government is the one in which no limits are imposed on the ruler's authority, the leaders don't follow laws as the normal citizens.
