  • Member introduces a bill and refer to committee
  • The house debate/vote on version of bill
  • The house / committee work out the difference
  • House may approve, rewrite or kill bill
  • House of Congress pass revised bill
  • President sign/vetoes bill
  • 2/3 of house need to pass a vetoes bill into law
