"the quotient of a number p and 3" is just like saying
3/p
"is at most 16" is 
\leq 16
add them together to get
\frac{3}{p}  \leq 16
multiply both sides by p to get
3 \leq 16p
divide both sides by 16 to get
p \leq  \frac{3}{16}
