As non-governmental organizations like Amnesty International and Human Rights Watch rose to prominence in the 1970s, there was a greater, global focus on human rights, which included the Carter administration.

Carter proposed civil rights advocate Patricia M. Derian for the position of Coordinator for Human Rights and Humanitarian Affairs, and in August 1977 he succeeded in getting the position upgraded to Assistant Secretary of State. Country Reports on Human Rights Practices for the United States were founded by Derian and have been issued yearly since 1977.
