I would say that the best option for a risk of speeding is option C) Less time to react to other people's behavior. This is because when you are driving very fast, you react slower compared to someone who was driving at the average speed level. If you were driving fast, you wouldn't be able to see if someone was going to cross the street all of a sudden; you would see when its already too late.
