Actually the velocity of a charged particle varied based upon the medium its travelling. But, aerogel is a common medium for detecting Cherenkov  radiation.

When a charged particle, most frequently an electron, moves faster than light across a dielectric (may be electrically polarized) medium, Cherenkov radiation is produced. A common radiator for Cherenkov detectors is silica aerogel. It is a very transparent, low-density material with a refractive index (n) that ranges from n 1.001 for gaseous phases to n 1.3 for condensed phases. The speed needs to be higher than 2.25 108 m/s in order to produce the particle. However, there is no specific fixed velocity for a charged particle for this phenomemon to happen in aerogel.
