In the past, a bureaucracy was a kind of government administration where departments were run by people who weren't elected. Today, whether a huge institution is privately or publicly held, bureaucracy is the administrative system in place. Bureaucracy is exemplified by the public administration in many jurisdictions and sub-jurisdictions, but it can also be seen in any institution with a centralized hierarchical structure, including medical facilities, academic institutions, commercial enterprises, professional associations, social clubs, etc.

In bureaucracy, there are two main problems. The first conundrum is on the question of whether bureaucrats should be independent or directly answerable to their political masters.
