The Democratic Jaybird Party preselected candidates for the Democratic primaries and barred African Americans from participating in any party-organized activities. Jaybird battled against the Woodpeckers, who included many whites and nearly the whole African-American community. By winning Reconstruction, the woodpeckers had gained control of the county administration. The Jaybirds, who comprised the bulk of the county's white population, sought to depose blacks and their white sympathizers from office. Only white candidates used to run in primaries in elections. When the Supreme Court ruled that this practice was unlawful, they decided to forego primaries to avoid having African-American lawmakers participate in them.
