Critical describes the Aristotle's opinion on knowing the different types of government. The ideal form of government, according to the Aristotle, is constitutional government, which combines the oligarchy and democracy with the rule of law.

However, he points out that none of the other two forms of government are healthy, and that the states will alternate between them in an abrupt and disorderly process known as the kyklos or anacyclosis. According to the Aristotle, no system of the government would be stable if there were no proper controls over a ruler's authority. He thinks that virtue and power are incompatible.
