Preventing crime, enforce the law, apprehending offenders, providing the community with the needed enforcement related services and preserving peace are the basic purpose of policing in democratic societies. They are consistent with one another since they all exist to reduce crime and disorder. They might be inconsistent since policing is a complex process which involves federal, state, and local lines.

Democratic society is the society in which every individual has equal rights, freedom of speech and a fair trial and tolerates the views of minorities. Responsible citizens who value the government's system constitute a heathy society. Thus both citizens and law enforcement participation leads to a successful policing. Citizens as well as law enforcement need to be aware of their rights and responsibilities.
