By 1894, 23 more states had declared the holiday a national holiday, and on June 28, 1894, President Grover Cleveland signed legislation making the first Monday in September of each year a national holiday.

Labor Day is one of the most widely observed paid holidays in the United States. Labor Day is observed by 97% of employers. However, more than 40% of businesses will remain open and employ some employees.
