Let us First understand about each of the grant

Block Grant- grants-in-aid made by a bigger government to a smaller local governing body in a specific sum.

Categorial Grants- The money given by the federal government to states and local organisations is known as a category grant. 

Difference Between Black Grants and Categorial Grants is Federal grants with particular objectives are known as categorical grants and are awarded to states. Block grants, on the other hand, are federal funding provided to the states for more general expenditure areas with less "strings" attached.
