If w represents the width

and l represents the length

Then, we can write that

w = 1/3(l) + 2 ---------- (1)

Also, from the given information

"<em>The perimeter is 28 meters</em>"

That is,

28 = 2(l + w)    ---------- (2)

From equation (1)

w = 1/3(l) + 2

w - 2 = 1/3(l)

3(w - 2) = l

l = 3(w - 2)

l = 3w - 6      ---------- (3)

Substitute into equation (2)

28 = 2(l + w)

28 = 2(3w - 6 + w)

28 = 6w - 12 + 2w

28 + 12 = 6w + 2w

40 = 8w

w = 40/8

w = 5

Substitute into equation (3)

l = 3w - 6  

l = 3(5) - 6

l = 15 - 6

l = 9

Hence, the length of the rectangle is 9 and the width of the rectangle is 5
