Enacted in 1926 and amended in 1934 and 1936, the law was intended to replace strikes to settle labor disputes with collective bargaining, arbitration, and mediation.

This new law was formally signed by President Coolidge on May 20, 1926, and named the Railroad Labor Act of 1926 (RLA). The RLA was the first federal law to guarantee workers the right to form and join unions and elect representatives without coercion or employer intervention.
