For the segments above to form a triangle, the sums of two lines needs to be greater than the third one, so, for a triangle to form, all of the the following need to apply:

AC + CB > BA ⇒ 9 + 7 > 16 ⇒ 16 = 16 (Doesn't apply)

AC + BA > CB ⇒ 9 + 16 > 7 ⇒ 25 > 7 (Applies)

CB + BA > AC ⇒ 7 + 16 > 9 ⇒ 23 > 9 (Applies)

→ Since not all of the above apply, no triangle can be formed.
