This has to do with the molecular arrangement of the phases of matter. Since the molecules of a gas are widely dispersed compared to the liquid, it would have a faster rate of reaction because the molecules interact more frequently through rapid collisions. This is the reason why solid substances do not readily react. They need a medium, either in liquid form or gas form.
