1) discipline should most likely be used to show good and bad. it gives people lines to abide by.

2) jails are hard to keep running, and are super expensive. the people pay for them with the tax the pay. we need to keep community's safe, but we also need to keep kids away from that path.

3) I think that the goal of camp stop would be to "stop" all misbehavior of sorts. it may allow freedom but it is more or less a boot camp. they want kids who have fallen of the right path, to get back on.
