It does not depend on the side of the town

For the total town the total number of customer's = number of customer's is north side + the number of customer's in west side + number of customer's in south side

Total number of customer's = 158 + 378 + 237 = 773

Given that the company received a total number of 900 newspaper's

The number of newspaper left over  = total number of newspaper's received - total number of customer's = 900-773 = 127

Therefore the total number of newspaper left over are 127
