Conversely, if a low population growth rate shows a slow population growth rate.

When population growth can exceed the loading capacity of an area or environment, the results end with overpopulation. Disruptions in human populations can cause problems such as pollution and traffic congestion, even though they can be covered by technological and economic changes. This region can be considered "underpopulated" if the population is not large enough to manage the economic system.
