Then:

y=f(x)+k : Shifts the graph k units up.

y=f(x)-k: Shifts the graph k units down.

If you want to do a horizontal translation, let:

h>0\\\\h\in R

Then:

y=f(x+h) :Shifts the graph h units to the right.

y=f(x-h): Shifts the graph h units to the left.

In this sense, if you want to obtain the graph y=\sqrt{x} -13 from the graph y=\sqrt{x}  basically you need to shift the graph y=\sqrt{x}  13 units down:

y=(\sqrt{x} )-13=\sqrt{x} -13
