Explanation:  It would be most effective for the National Education Association to lobby the members of congressional committees because they have more sway with getting proposals and bills to be presented to Congress and they can more easily convince other representatives of the viability of an idea.  It would be inefficient and take more time to petition Congress for an oversight hearing, for example, and there is a chance that the hearing would not be granted.  Lobbying the members of congressional committees is more efficient than just calling your own representative who may or may not support your position on private schools.
