The number two says that he was about to invite others to join the "crusade against a grievance" wich may lead those others to interpreted his calling as if it was a call to war or a violent revolution.

The number four doesn't lead to violence directly, but the number three is much more explicit while saying that a fight that was about to happen was successfully stoped by the older passengers, making it clear that his "fight" wasn't violent. So the answer should be number three.
