A rated soldier is expected to evaluate their performance periodically and if in any dought, they should report and seek advice from their rating officials who are in the rating chain. They counsel the rated soldier,  the rated soldier's description of duty and performance objectives to achieve and the relationship of duty description and organizations problems, mission, wants e.t.c.
The rated soldier has a responsibility to active input into initial counseling and to verify administrative data.

Explanation: In my small town, we have a lot (I put emphasis on a lot) of different cultures and ethnic backgrounds, and a lot of the people in my town are white supremacists, and dislike these genuinely nice people because of their religion or skin colour.
