It is somewhat true and false to me i don't really have that much background information about this or any scientific stuff. I just knoww that it kinda could change the environment because it can change the soil texture, and that can help new plants grow. Here where i live i have a river in my backyard and just yesterday it flooded and made the ground more fertile.  it is similar to the sea level increasage but not really the same but my point is that the water can basically irrigate the plants and could possible over the years become a orest or woodland. That is my view of it. someone else probably has a better explaination but thats what i got. ANSWER: True
