Several things that are true in approving treaties :
- It needed to be sent to Full senate for their consent and approval
- It could take years to be done
- To be approved, it need 67 votes or around 2/3 votes of all senators

Malaysia and Singapore relations are special and unique due to things such as Geography, History, politics, ideology, economy, culture and ethnicity. These factors have sometimes created some tension between both countries. The uniqueness of the relationship may be reflected by the various terms used to describe the state of the rivalry or family quarrel such as 'Siamese Twins' suggesting a common love-hate relationship that has grown out of a shared common history and cultural background, coloured by political differences and by economic competition and interdependency.
Both were fighting against a monarchy that they saw as unfair. They also both disliked the idea of an aristocracy and wanted to reestablish their governments. Also, Americans and the French both very much disliked the British at this time.
