Let's simplify the tens in the denominators down to 2.

Jasmine: 2.4:2

Aaron: 3:2

Lucian: 2:2

Gretchen: 14:2

We want to find the person who has the lowest amount of blue marbles in terms of the red marbles. This means they have the smallest amount of blue marbles out of red marbles. As most of them are greater, we just look for the smallest number of blue marbles out of 2.

As you can see, C. Lucian has the lowest ratio.
