First you had to add by nine from both sides of equation form.

\frac{1}{4}x-9+9=-15+9

Then simplify by equation.

\frac{1}{4}x=-6

Next multiply by four from both sides of equation form.

4*\frac{1}{4}x=4(-6)

Finally simplify by equation.

x=-24

Final answer: \boxed{x=-24}

6*4=24

4*6=24

24/6=4

24/4=6
