Use y=mx+b fill in the slope(m), the ordered pair(x,y) and solve for b.
im not sure where the = sign should be so I'll do it two ways

y+3x=4 y=-3x+4 slope = -3
8=-3(3)+b
9=b
y=-3x+9

y=3x+4 Slope = 3
8=3(3)+b
-1=b
y=3x-1
