It just means that the angles i and r are congruent
ROQ is 124
so 124 is split in half by line OP
124/2=62
angle r=angle i=62 degrees
now
ROK
we see that the other side is a right angle
so POK must be a right angle as well

POR+ROK=POK=90
angle r=62=POR
so
62+ROK=90
minus 62 both sides
ROK=28 degrees

you forgot to account for angle LOQ in your equation
or maybe you should do 56/2 since it is a bisector

Since roq = 124 and that they are equal, qol and rok are also equal,
so just take (180-124)/2= 28
