90/100 x 700 (i placed 90% over the full 100%) =
90/1 x 7 (because you canceled the zeroes from both the 700 and 100) =
90 x 7 = 630

or

90% of 700
You could cancel the 90/100 before working
90/100 = 9/10 (because i canceled the zeroes)
9/10 x 700 (i then cancel the zero from the 10 and a zero from the 700) =
9 x 70 = 630
