Explanation:

This is when the moon is between the sun and the earth. The side of the moon that faces the earth is in darkness hence cannot be viewed with the aided eye from the earth and the sun and moon rise and set together. During the daytime the glare of the sun makes it harder for us to see the new moon. A slight halo is visible around the moon because some light from the sun which is behind the moon goes around the. When the new moon just crosses the elliptic orbit blocking  the sun rays from reaching earth and causing a shadow over the earth, this is when a solar eclipse occurs. You realize that the moon’s orbit is inclined relative to the ecliptic orbit hence solar eclipse does not occur with every new moon.
