I believe the answer is:  the longer Senate terms and the advantage it gives to politicians in terms of getting things done since they don't have to worry about reelection so often.

When the senate terms is short, the politicians would feel pressured to show some sort of productivity as soon as possible for the voters in hope for being re-elected in the next term.
If the term is long, the senate be unproductive for a long period of time, and only show their productivity when they are near the end of their terms to obtain votes.
