It means someone (a women ) is voting for fire escape it helps join the fight for women's suffrage because of the fire that happened in the sewing sweat shop when the fire happened there was no escapee for the women so some burned to death and some jumped from the window.. which it was a high up floor on a talk building ,,, im guessing I learned about this in the 8th grade
