Just multiply 9 to the temperature in Cleveland.

\sf9\times-2=-18

So the temperature in International Falls is -18<span>°F.

It's not 18, because 18 is warmer than -2, not colder and the question says that International Falls is 9 times <em>colder </em>than Cleveland.</span>
