All parties are ideological; that is kind of the whole point. An ideology is just a set or system of ideas- how much those ideas do or not not reflect reality is irrelevant.

A single issue party is just a party based around a single idea, rather than several ideas like most other parties are

Booker T. Washington encouraged blacks to fine a job fitting for their skills. He suggested focusing on agriculture being blacks had been "trained" through enslavement on how to work the land. This would also be less threatening to whites who working in industry and professions. 

W.E.B DuBois believed in the promotion of black culture and that blacks should be given rights on the merit of their worth. He created the NAACP and encouraged blacks to become educated in the professions. He wanted true equality of the races not just segregated equality within society.
