To understand Japan's decision to open its borders, and come out of self isolation, you have to know why it chose to self isolate in the first place.

To start, Japanese self-isolation was due to the fear of European influence, and possible invasion. At the time. Christian missionaries threatened their beliefs and view on life, and the Japanese Emperor feared for an overtake of power. Thus, under Emperor Tokugawa's rule, Japan went into self isolation, though not complete self isolation as they allowed trading with the Dutch. They justified their interactions with the Dutch because they stated that the Dutch did not try to influence Japan, and therefore developed trust towards them. As time went on, Japan began to fall behind. While the rest of the world expanded their horizons, whether through imperalization, trading, or the exchange of information, Japan was isolated from the advancement of the world. Though they paid no mind to this, Commodore Perry was sent by the United States, and he essentially forced Japan to open its borders in order to trade with them. From then on, Japan noticed its lack of progress when compared to other nations, and underwent the Meiji restoration under Emperor Meiji's rule. This ended the Tokugawa period, and led Japan into a journey of discovery and innovation. Japan would send ambassadors, many of which would take notes and record the various advancements of the world and would bring it back to Japan. Through the Meiji restoration, Japan went through rapid industrialization and was able to benefit from opening their borders. Some could argue that coming out of self isolation led to various negative outcomes, such as the westernization of Japan, and thus the loss of identity. However, the negative outcomes are largely subjective and there are those who argue that the benefits far outweigh them.

I've read somewhere that holding on to anger is like holding an ember with your hands to throw it at someone else. You end up burning yourself before you can even hurt the other person. I believe the quote in the question conveys essentially the same meaning. Holding anger serves no good purpose, nor does it bring any benefits.

I have been offended and mistreated several times during my life. Until not long ago, I had chosen to hold on to anger, constantly reminding myself of the offense and, consequently, living resentful. That has obviously - and very predictably - taken its toll on me. It became harder for me to keep my emotions under control. Every time I found myself facing a situation that resembled those previous ones, my brain and body would immediately react, as if an alarm had been activated inside me. I would get angry so fast, I didn't even see it coming. I would end up overreacting, being rude to the other person in a desperate measure to defend myself, my ego, my feelings. It turns out that was not a good tactic. Only recently I chose to learn and understand that forgiving and letting go of anger was the solution. It is not an easy task, and I haven't changed overnight. But I got myself together. Now, I take my time to breath, and then let go. Many of the problems and situations that would normally bother me have no effect on me whatsoever, leaving much room to happiness, calm, and relaxation.
