President Jefferson hesitated in submitting the Louisiana Purchase treaty because he did not want to violate the Constitutional power granted to him. He was aware that the Constitution does not specifically allow him to buy land or territory from a foreign power.

These are limitations because they threaten a persons well being as well they can harm others, they are limits because when someone is truly speaking I’m violent or threatening ways we can’t always put that aside sometimes the law does have to get involved, if there was no law and we could really say anything and be as violet as we wanted, imagine how many bad people would be out there in the world.

How might merchants benefit more under capitalism than under mercantilism?

Capitalism promotes free trade and free market while mercantilism limits the trade between countries so that more money is entering the country than out. Merchants will have a larger selection of what to sell under capitalism and unregulated sales.

Simon Bolivar was usually referred to as revolutionary (who freed six countries.) He argued problems of national liberation and fought a war of pure violence. He inspired devotion and dedication. Although some labeled him as a traitor and tried to assassinate him most Spanish Americans wanted him to be there king. So I'm not sure what you mean as a cruel leader but everything I have learned about him is the exact opposite.<span />
