Title 12 of the Food Security Act of 1985 established the Sodbuster programme as a means of discouraging the use of erodible grasslands as crops. A producer may no longer be eligible to participate in farm programmes if such is used for crop production without the required conservation measures specified in a conservation plan. The super sodbuster was added to the 1990 Farm Bill, making producers who cultivate highly erodible land that is idly ineligible for some farm programme benefits on all of their acreage. The 1996 Farm Bill eliminated the mega sodbuster.
