T</span>he New States might be conceded by the Congress into this Union; however no new States should be shaped or raised inside the Jurisdiction of some other State; nor any State be framed by the Junction of at least two States, or parts of States, without the Consent of the Legislatures of the States worried and in addition to the Congress.
