I would say this is a message setting description because it talks of a masked figure in the crowd who became apparent after the chimes (which may be in a church or cathedral) stopped ringing. This seems to set the stage and intimates that something perhaps menacing will happen due to the "masked figure" since when I hear "masked" I think of maybe having a gun or being armed so wanting to hide his/her identity.
