Well to start, slope intercept form is y = mx + b
So you need to plug in your numbers to the form:
C = 15x + 4
Now you need to find out how much the cost would be if the tulips were $2:
C= 15(2) + 4
C= 30 + 4
C = 34
Your answer is:  $34
