The electronegativity value is quantized generally by the maximum number of electrons they can attract towards them to attain the stable octate number in their outermost shell.

In other words , the electronegativity number is quantized by Pauling's rule and it has been found that the electronegativity decreases from top to bottom in a group and increases from left to right in a period.

So by this it can be confirmed that fluorine has the highest electronegative element as it is located in the 2nd period and before the noble element.

As the noble elements do not have any electronegativity , fluorine is the last element in the 2nd row and thus it is most electronegative element.
