The answer is Africa.

Most of Africa was controlled by European countries at the end of WWII. North Africa was fought for by the United States and the Axis powers. This area was heavily fought for, as it provided a path to territories that the Axis powers controlled.

On December 8, 1863, Lincoln issued his  Proclamation of Amnesty and Reconstruction.  First, he offered to pardon to any southerner who would take an  oath of loyalty to the Union and agree to accept all presidential  decrees and congressional acts relating to slavery.  Second, when ten percent of the people in a Confederate state  who had been eligible to vote in 1860 took the oath of loyalty,  they could organize a government, elect representatives to  Congress, and consider themselves restored to the Union.
