The right answer is B. Jews. According to the bible, the king was prompted by God to make a promise for the rebuilding of the city of Jerusalem. This was to be done by allowing the Jews to go back to the city of their land. In the release of the Jews, he also sent the Jews back with vessels which were taken from the temple and some money too.  This was to buy building materials for the building of the city.
