Yes, the sequence displays exponential behavior.  The growth rate is the same between any two terms.  The growth rate is the same as the percent of increase.  Find the amount of change and divide by the original amount:

(3-1)/1 = 2/1 = 2
(9-3)/3 = 6/3 = 2
(27-9)/9 = 18/9 = 2
