It is constantly there and it causes shifts which are due to employees deciding to leave for better opportunities or employers deciding to hire new flesh blood.

Under frictional unemployment people are usually out of job because voluntarily however it does form some minor part of unemployment.

Causes of Frictional Unemployment

It is caused by people leaving their jobs for new jobs or because they are not happy there anymore , others returning to the jobs they left or new graduates coming into the working industry and companies deciding to hire new people.
