It's similar to the biblical quote love thy neighbor. one of the commandments told us that( neighbor means everyone really) The never forget their names was probally the addition from your president John F Kennedy, to be watchful of the enemy and be planned/prepared/aware sorta thing? hope this helps

This quote means forgive people, but don't trust them. Because you never know if you might need to remember their name for the "police".

It didn't really benefit them. It only benefited the people that sold slaves because they got money. The only other positive thing i can think of is if they took slaves from overpopulated areas.
