I believe the answer is: B.Federal and state courts have concurrent jurisdiction.

Concurrent jurisdiction happened when more than one courts from different system had the same jurisdiction over the same case. When the concurrent jurisdiction happened between the federal and state courts, the ruling from the federal courts would be seen as superior due to the supremacy clause.
