If we look into a map of Europe we can see clearly that the 2 biggest countries on this list are surrounded by water (Italy and Spain). Then we can find Greece and see that it has access to the sea, and this is also widely known because Greece is very popular for its beautiful beaches.

Andorra on the other side is a tiny country in the mountains. The country is in the border limits between France and Spain and it is completely surrounded by spanish and french lands, leading it to not have any contact with the sea. THerefore, Andorra is the answer.
