2.- They are part of an international network of organized crime that operates in different countries, including the United States.

3.- These criminal organizations can corrupt the military, federal, and state governments in different countries. That is why they can operate in secrecy and their leaders are seldom identified or caught by the police.

That is why Pablo Escobar's The King of Cocaine,' arguably the most notorious narco-terrorist / drug lord of all time, and other people can operate lucrative criminal organizations exporting drugs, generating violence and corruption through the use of bribes, and corrupt entire governments in different countries.
